前言
根据《国家能源局综合司关于印发2017年能源领域行业标准制（修）订计划及英文版翻译出版计划的通知》（国能综通科技[2017]52号)文件要求，编制组经广泛调查研究，认真总结实际工程经验，参考国内外相关标准的基础上，制定本标准.
本标准主要技术内容有：总则、内容深度要求.
本标准由国家能源局负责管理，由电力规划设计总院提出，由能源行业电力系统规划设计标准化技术委员会负责日常管理，由电力规划总院有限公司负责具体技术内容的解释.执行过程中如有意见或建议，请寄送电力规划设计标准化管理中心（地址：北京市西城区安德路65号，邮编：100120 邮箱：bz_zhongxin@）.
