The ITU Telemunication Standardization Sector (ITU-T) is a permanent organ of ITU. ITU-T is responsible for studying technical operating and tariff questions and issuing Remendations on them with a view to standardizing telemunications on a worldwide basis. Cities will decide on their digital transformation priorities. For example cities might also want to encourage collaboration to deliver desired outes. This kind of engagement based on the assessment framework can incentivize industry engagement and investment.
