前言
根据《国家能源局关于下达2012年第一批能源领域行业标准 制（修）订计划的通知》（国能科技（2012）83号）的要求，编 制组经广泛调查研究，认真总结实践经验，并在广泛征求意见的 基础上，制定本规定。
本规定主要技术内容包括项目划分、费用构成、枢纽工程估 算编制、建设征地移民安置补偿费用估算编制、独立费用估算编 制、分年度投资及资金流量、预备费、建设期利息、总估算编制 和投资估算文件组成等。
本规定由国家能源局负责管理，由水电水利规划设计总院提 出并负责日常管理，由能源行业水电工程技术经济标准化技术委 员会负责具体技术内容的解释。
执行过程中如有意见或建议，请 寄送水电水利规划设计总院（地址：北京市西城区六铺炕北小街 2号，邮编：100120）。
