前言
根据《深圳市住房和建设局关于发布2022年度深圳市工程建设地方标准制修订计划（第二批）的通知》的要求，标准编制组经广泛调查研究，认真总结实践经验，参考有关国内外先进标准，结合深圳市的实际，并在广泛征求意见的基础上，编制了本标准.
本标准主要技术内容是：1.总则：2.术语：3基本规定：4.空间布局：5.污染防治：6.资源利用：7.生态保护：8.节能与能源利用.
本标准由深圳市住房和建设局、深圳市海洋发展局联合批准发布，由深圳市海洋发展局业务归口并组织深圳市城市规划设计研究院股份有限公司负责技术内容的解释，本标准实施过程中如有意见或建议，请寄送深圳市城市规划设计研究院股份有限公司（地址：深圳市南山区西丽留仙大道与创科路交汇处创智云城一期A4栋，邮编：518055），以供今后修订时参考.
