前言
根据《国家能源局综合司关于下达2022年能源领域行业标准制修订计划及外文版翻译 计划的通知》（国能综通科技（2022）96号）的要求，规范编制组经广泛调查研究，认真总 结实践经验，并在广泛征求意见的基础上，制定本规范。
本规范的主要技术内容是：总则，术语，基本规定，弃渣场设计，斜坡防护工程设计， 防洪排导工程设计，表土资源保护与利用工程设计，植被恢复与建设工程设计，临时防护工 程设计，其他水土保持工程设计，水土保持监测工程设计，施工组织设计。
本规范由国家能源局负责管理，由水电水利规划设计总院提出并负责日常管理，由能源 行业风电标准化技术委员会风电场规划设计分技术委员会（NEA/TC1/SC1）负责具体技术内 容的解释。
执行过程中如有意见或建议，请寄送水电水利规划设计总院（地址：北京市东城 区安定门外大街甲57号、乙57号，邮编：100011）。
