前言

根据中国建筑业协会 《关于开展第 三批团体标准编制工作的 通知》(建协函 〔2019〕12号 )要求,标准编制组经广泛调查研 究,认真总结实践经验,参考有关标准,并在广泛征求意见基础 上,制定本标准。 本标准主要 内容是:1.总则;2.术语;3.基本规定;4.建筑 企业物资管理体系;5.物资采购管理;6.施工现场物资管理;7.周 转物资管理;8.物资核算管理;9.物资信息化管理;10.物资监督 与考核管理。

1 总 则

1.0.1 为规范建筑工程物资管理活动,实现工程物资管理工作 标准化,建立符合建筑产业现代化发展要求的新秩序,制定本 标准。 1.0.2 本标准规定了建筑工程物资管理体系、采购管理、施工 现场物资管理 、周转物资管理、核算管理、信息化管理、监督与 考核管理等要求。 1.0.3 本标准适用于房屋建筑工程和市政基础设施工程建造施 工阶段的工程物资管理活动。 1.0.4 建筑工程物资管理活动除应符合本标准外,尚应符合国 家现行有关标准的规定。

3 基 本 规 定

3.0.1 建筑工程物资管理流程应包括从物资采购供应开始到现 场物资的验收、存储、发放 、使用、回收、处置、核算直至形成 工程实体和辅助施工的全生命周期及追溯环节。 3.0.2 物资管理应遵循下列原则: 1 依法合规原则。严格遵守 《建筑法 》《民法典 》《招标 投标法》《建设工程管理条例》等国家、行业法律法规;执行有 关主管部门在建筑工程管理、物资管理及人员管理等方面的标准 规范。2 集约高效原则。应通过法人治理体系,强化顶层设计, 推进法人层面集中采购和监督管理,提高集约采购效益,控制管 理风险。3 系统管理原则。工程物资管理涉及物资采购、保管、使 用、核销各环节,应遵循建造规律,强化与工程管理、成本控 制、市场经营等协同意识,明确工作目标。 4 信息化管理原则。广泛推动信息化 、智能化、数字化、 网络化技术在物资管理各环节中的应用,提升管理质量,提高工 作效率。
