1总则
1.0.1为规范和统一民用建筑的面积、用地、用材、用能、用水及 环境保护等数据的术语及定义，实现民用建筑数据的术语标准化， 制定本标准。
1.0.2本标准适用于民用建筑不同来源和数量规模的面积、用 地、用材、用能、用水及环境保护等数据统计、科研、管理及其他相 关领域。
1.0.3使用民用建筑数据术语时，除应符合本标准规定外，尚应 符合国家现行有关标准和现行中国工程建设标准化协会有关标准 的规定。
2通用术语
2.0.1城镇常住人口permanent population in urban areas 报告期内，居住在城镇范围内半年以上的人口。
2.0.2乡村常住人口permanent population in rural areas 报告期内，居住在乡村范围内半年以上的人口。
2.0.3城镇户数households in urban areas 报告期内，居住在城镇范围内半年以上的家庭户数。
2.0.4乡村户数households in rural areas 报告期内，居住在乡村范围内半年以上的家庭户数。
2.0.5民用建筑civil building 供人们居住和进行公共活动的建筑的总称。
2.0.6居住建筑residential building 供人们居住使用的建筑。
2.0.7公共建筑public building 供人们进行各种公共活动的建筑。
2.0.8建筑材料building materials 建筑工程建造中使用的各种材料的总称，简称建材。
2.0.9二氧化碳当量carbon dioxide equivalence 与一定质量的某种温室气体具有相同温室效应的CO2的质 量，是用于比较不同温室气体对温室效应影响的度量单位。
2.0.10建筑碳排放buildingcarbonemission 建筑物在与其有关的建材生产及运输、建造施工及拆除、运行 阶段产生的温室气体排放的总和，以二氧化碳当量表示。
2.0.11碳排放因子carbon emission factor 将能源或材料消耗量与二氧化碳当量排放相对应的系数，用 于量化建筑物不同阶段相关活动的碳排放。

3.0.1新开工面积floor area of newly constructed buildings 报告期内，新开工建设的房屋建筑面积，不包括在上期开工跨 入本期继续施工的房屋建筑面积和上期内停缓建而在本期恢复施 工的房屋建筑面积。
