MANUALSANDREPORTSONENGINEERINGPRACTICE
(As developed by the ASCE Technical Procedures Committee July 1930 andrevisedMarch 1935 February1962 April 1982)
A manual orreport in this series consists ofan orderlypresentation ofapplications of thesefacts.ltcontainsinformationuseful to the average engi-neerinhiseverydaywork ratherthan thefindings thatmaybeuseful onlyoccasionally or rarely. It is not in any sense a“standard ”however;nor is it so
Furthermore material in this series in distinction from a paper (whichexpresses onlyoneperson'sobservationsor opinions) is the workofa -mittee or group selected toassemble and express information ona specificmore of the Technical Divisions and Councils and the product evolved hasbeensubjected toreviewbytheExecutiveCommitteeofthatDivision.oroftenbroughtbeforethemembersof theTechnicalDivisionsandCouncilsforeachwork shows thenamesof themittees bywhichitwascqmpiled ard indicates clearly the several processes through which it has passedinreview inorderthatitsmerit maybedefinitelyunderstood.
InFebruary1962(andrevised inApril 1982) the Boardof Directionvotedtoestablish:
Aseries entitled‘Manuals andReportsonEngineeringPractice'toincludetheManualspublished and authorized to date futureManuals of Professional Practice, andReports onEngineeringPractice. All suchManual orReportmaterialof theSocietywould havebeenrefereed inamannerapprovedbytheBoardCommitteeonPublicationsandwouldbe bound with applicable discussion inbooks similar topast Manuals.Numbering would be consecutive and wouldbe a continuation ofpresentManual numbers. In some casesofreports ofjoint mittees bypassing ofJournalpublicationsmaybe authorized.

Boiler andPressureVessel Code and the SteelPlateFabricator'sManual.
The ASME Boiler and Pressure Vessel Code (ASME Code) has been in existence since 1914 and originally was based on an allowable stress of one-fifth the tensile strength of the steel.Anthe stressbasis was changed to one-fourth of the tensile strength of the steel.Thehigh-stress altemative rules based on one-third of the tensile strength of the steel came outin the1960s althoughthe theory and stressbasishadbeeninuseforsome timebefore that.FabricationSectionVill of theASME Code are accepted worldwide and havebeen applied tomany types of based on theserules hasresulted inhigh-quality structures. Therules for both divisions ofVill Division 1 and 2 have been used extensively in preparing this manual.
Thedevelopment of theSteelPlateFabricator'sManua/wasbasedprimarilyonthe40-plusofReclamation.Themanualprovides more specificpenstockdesigninformation than the ASMECodebutrefers to the latterforfabrication and welding.
Although used extensively.neither of these twodocumentshasbeenaccepted asaprehensive penstock code. Therefore the goal of this mittee was toreviewallthecurrently availablepenstock literatureand bring the information togetherinto one document as a standardfrthdsignmanufacturenstallationtingtatandmaintnancesteelpenstocks.
