前言
本规范是根据《国家能源局综合司关于下达2020年能源领域行业标准制（修）订计划及 英文版翻译出版计划的通知》（国能综通科技（2020）106号）的要求，由国网浙江省电力有 限公司会同有关单位共同编制完成。
编制组经广泛调查研究，认真总结行业实践经验，并在 广泛征求意见的基础上，制定本规范。
本规范共分17章和8个附录，主要技术内容是：总则，术语，基本规定，施工准备，原 材料及检验，测量，地基处理、土石方开挖与回填，钢筋及锚杆加工、连接与安装，插入式 钢管、地脚螺栓安装，模板制作、安装与拆除，混凝土制备、运输与浇筑，基础养护，PHC 管桩施工，冬期、高温和雨期施工，安全措施，环保水保措施，质量要求、检查与验收，相 关附录等。
本规范由中国电力企业联合会负责日常管理，由电力行业电气工程施工及调试标准化技 术委员会（DL/TC42）归口并负责解释。
