PREAMBLE
The development of railway fire safety design in Hong Kong evolved from thefirst underground railway project in around 1970s.Without preceding projectreferences and prescriptive requirements under the Codes of Practice forMinimum Fire Service Installations and Equipment and Inspection Testing andMaintenance of Installations and Equipment (FSI Code) the Fire ServicesDepartment (FSD) in collaboration with railway corporations and othergovernment departments since then started to draw up fire safety requirementsfor railway infrastructures.
Owing to the unique and plex design nature of railway stations and theirassociated premises performance-based fire safety designs have been widelyadopted in the planning of railway projects.In principle fire safety standardsprovided by the fire engineering approach should not be inferior to theprescriptive requirements as stipulated in relevant codes and standards. On topof fire engineering approach sets of fire safety requirements drawing on localpractice and experience with due reference to the international standards onrailway safety such as National Fire Protection Association 130 (NFPA 130) ofthe USA and Office of Rail Regulation (ORR) of the UK have also beendeveloped. In gist the underlying fire safety design principles for railwayinfrastructures are to provide the best fire safety protection to passengers andoperational staff as well as emergency personnel in the event of a fire and othercalamities.

本港铁路消防安全设计的发展源自一九七零年代的首个地下铁路项目.由于没有相矣项目的参考数据,加上《最低限度之消防装置及设备守则与装置及设备之检查、测试及保养守则》(《消防装置守则》)未能完全套用在铁路消防系统的设计上消防处遂联同铁路公司及其他政府部门制订有关铁路基建设施的消防安全规定.
鉴于新铁路站及其相关处所的独特设计及复杂性在策划铁路项目时,铁路公司广泛采用了以性能化消防安全设计.原则上采用消防工程学方法的消防安全标准,不应逊于各有关守则及标准所载的订明规定.为此,我们波取本地的做法及经验并充分参考有关铁路安全的国际标准(例如美国消防协会130及英国铁路管理局)后,制订了多套消防安全规定.扼要而言,铁路项目的基本消防安全设计原则乃是在发生火警及其他灾难时为乘客操作人员及紧急救援人员提供最大的消防安全保.割
To facilitate stakeholders of the railway industry to adopt a consistent fire safetydesign towards new railway infrastructures in the future this Guidelines serve toprovide general guidance on formulating fire safety requirements byincorporating the latest fire safety measures of various railway lines underconsultants will find this Guidelines useful in formulating fire safetyrequirements for new railway infrastructures in the future including railwaystations depots ancillary buildings and trackside areas.
This Guidelines prises three parts in which the first part covers the generalinformation and processing mechanism of Railway Projects etc.The secondpart describes the fire safety requirements for RailwayInfrastructure.Supplementary information and checklists of Fire Safety Requirements areprovided at Appendices of this Guidelines.
This Guidelines should be read in conjunction with the current FSI Code (April2012 Edition) FSD Circular Letters and the Code of Practice for Fire Safety inBuildings 2011 (FS Code) issued by the Buildings Department (BD). In caseof special factors and circumstances the Director of Fire Services may requireadditional fire safety requirements to be imposed before he is so satisfied.Moreover the general fire safety measures relating to Means of Access (MoA) Means of Escape (MoE) and Fire Resisting Construction (FRC) stipulated in thisGuidelines should be subject to the final satisfaction and agreement of BD.Yetpliance with the fire safety requirements stipulated in this Guidelines shouldnot be taken as pliance with the fire safety requirements under the BuildingsOrdinance which are under the jurisdiction of the BD.
