1总则
1.0.1为落实国家碳达峰碳中和目标，降低办公建筑用能需求， 提高能源利用效率，充分利用可再生能源，减少建筑碳排放，推 动办公建筑低碳发展，制定本规程。
1.0.2本规程适用于新建、扩建、改建和改造的民用办公建筑 的低碳设计、施工、运行和拆除。
1.0.3民用办公建筑的低碳设计、施工、运行和拆除除应符合 本规程的规定外，尚应符合国家现行有关标准和现行中国工程建 设标准化协会有关标准的规定。

2术语
2.0.1低碳办公建筑lowcarbonofficebuilding 适应气候特征与场地条件，在满足室内环境参数要求的基础 上，通过优化建筑设计、降低建筑用能需求、提高能源设备与系 统效率，充分利用可再生能源资源，实现建筑碳排放量较基准建 筑显著下降的办公建筑。
2.0.2基准建筑referencebuilding 以设计建筑模型为基础，且符合强制性工程建设规范《建筑 节能与可再生能源利用通用规范》GB55015-2021的建筑。
2.0.3建筑年运行碳排放量buildingannualoperationalcar- bon dioxide emission 在设定计算条件或实际运行条件下，年供暖、通风、空调、 照明、生活热水、电梯、插座、炊事等终端能源消耗产生的碳排 放量和可再生能源产能抵消的碳排放量的差值。
2.0.4建筑碳排放强度buildingcarbondioxideemissionin tensity 建筑年运行碳排放量与建筑面积的比值。
2.0.5建筑降碳率buildingcarbondioxidereductionrate 基准建筑碳排放强度和设计建筑碳排放强度的差值与基准建 筑的碳排放强度的比值。
2.0.6全过程碳性能目标控制方法wholelifecarbonemission performance target management method 以建筑全过程碳排放指标为控制目标，将碳排放目标贯穿建 筑设计、施工、运行、拆除全过程的多部门多专业协同的控制 方法。
