1. Purpose. This manual presents basic principles and technical procedures for hydrologic engineer-ing analysis of flood damage reduction measures.
2. Applicability. This manual applies to HQUSACE elements major subordinate mands districts laboratories and field operating activities (FOA) having civil works responsibilities.
3. General. Procedures described herein are considered appropriate and useable for hydrologicidentifies requirements for properly sizing locating operating and maintaining flood damage reductionmeeting the plan evaluation needs.
