1总则
1.0.1为提升西北村镇污水治理水平，规范西北村镇污水收集处 理及资源化利用的技术模式选择、规划设计、工程建设、运维管理， 制定本导则。
1.0.2本导则适用于西北村镇污水收集处理设施的新建、改建和 扩建。
1.0.3西北村镇污水收集处理及资源化利用的技术模式选择、规 划设计、工程建设及运维管理除应符合本导则规定外，尚应符合国 家现行有关标准和现行中国工程建设标准化协会有关标准的 规定。
